Charge/Voltage indicator help needed

OK, I had my turbo installed and my main ground was loose. The smaller wire fried and I replaced the whole lime (while cleaning and re attaching the main). Now my gauge is only reading about 10 volts. Does anyone know where this gauge reads from? Is my battery or alt bad? The car runs fine, but the Wideband is dipping into the 11 range (believe the tune was done with the bad ground). I'm going to have the guy re-chip it, but need to figure out if it is my battery or alternator that is showing the low voltage. Seems to be the battery (once started, runs fine), but the location of the voltage circuit will help me determine the source. Any help or ideas are welcome.
