2000 Sable Cooling Problem

In my wife's 2000 Sable LS Premium, the cooling fans won't turn on. It isn't a huge issue because she only drives 4-5 minutes to work, but I would like to get it fixed. My Dad is here and he has a 2002 Taurus SEL so I took all of my wife's fuses and relays out of her car and put them in his, and his cooling fans still kick right on. So I have eliminated the fuses and relays. I doubt that both fans died at the same time, but I won't know for sure until I can get in there and run power to them to see if they will kick on. Any other idea's besides them being bad?

Isn't there a relay on it, kicks it on when it reaches a certain temp?

I changed all the fuses and relays in the main fuse box under the hood.

give the fan power straight from the battery. see if it turns on or not.

Both fans run off the same power supply. Jump a wire directly to the fan harness from the battery and see if they com on.
