Hey, I am sort of in the same boat, so I did a little googling, and it looks like there is no way to do anything what-so-ever to your mid-pipe and still remain legal in California. I dont know what the case is in Arizona. California has the most strict requirements, so that is why it is always discussed first.

If your looking for a good cat/axle-back, I'd look into Corsa. I have spent hours upon hours listening to clips on you-tube, and I think Corsa sounds the best. It is expensive, but... lets face it, the sound of your car is extremely important. The nice thing about the Corsas, is that you can idle around town and not make much noise, then hit it for having fun. Corsas have the largest difference in sound volume from idle to WOT. My second choice would be a Borla/Steeda/FRPP with the 4" rolled tips.
