Cali emissions standards

Looks like Cali. standards are soon to be US standards. For California, how old does a car have to be to not require emissions equipment and emissions testing?

How are the emissions standards currently enforced?

all cars 1966 and newer are expected to have the emissions equipment they came with from the factory, and be able to pass smog.

however our biennial test is only done on 1976 and newer.

It'll be several years before this is rolled out to the rest of the nation.
