Boost acuator?

Hey all, I bought the car in my sig, 97 gt with 03 cobra drivetrain and the previous owner said the boost actuator is messed up in it and won't run at its full potential until I get that fixed, he told me the factory eaton is pullied for 14lbs and I'd like to get it running right. What does this actuator do? Where is it at? How easy is it to fix? I'm very new to these mod motors so please bear with me! Thanks Stangnet!

black object attached to the back of the driverside of the supercharger case connected to it by a metal link rod. The valve has some adjusta-blility to it in where it sits on the mounting area. sliding up or down can make it easier or harder for it to open or close and bleed off boost. see if that is the prob or if the actuator itself is damaged
