Yes you can change the relationship of the cam to crank
It is usualy done with a crank gear which has slots to allow
for an advance or retard of the cam
The rule of thumb is
advance yields more power at mid range and below
retard for more at midrange and above
Now ... to answer your Q as stated
NO ... You won't find ...
a lot ... of power
In my experience your gain is gonna be subtle or maybe a bit more
but
Not the kind of gain that makes a huge difference
