The blowing fuse can not be ignored. Confirm if the fuse is in the engine bay (F1=BJB) or the driver's kick panel (F2=CJB). No sense is going any further with any other suggestions. Focus on the blowing fuse. Will need to know which fuse is blowing.
note, If it turns out to be F2.8, in all likely hood this will be a wiring fault in the O2 heaters.
Also, since this car has been setting up, any rodent activity?
