Engine Timing Chain Help

I have only been working with Fords for around 2 years and need help. I am changing the timing chain on a 1970 Mustang FB with a 302. I haven't removed the old chain yet, but have the exposed. When I have the engine at TDC the timing marks are not lined up. When I line up the marks the balancer mark show 30 degrees before TDC. I am wondering if the balancer ring has rotated on the main body. The rubber on the balancer is falling apart.
Does anyone have any help for me?

With the key slot on the crank straight up, and the dowel on the cam straight down, you are at TDC. If the balancer is rotten, get it rebuilt, or replace it. It's not expensive.

Thank you for you help. I got the new chain on. Now I need to buy a new Balancer and timing cover. I cracked the old one trying to get it off. Sucks for me.
