I have been looking at the same article. The NSR cams from comp add 27hp at a lesser cost because the stock springs remain. C&L is working on a clean sheet design heads for our cars. I bet With the C&L racer, the C&L intake, long tubes with a catted X pipe, mufflers, and some good head porting or C&L's heads when the come out will make 400 at the wheels with a good dyno tune. 450 RWHP doubtful unless you stroke it, and rev the snot out of it. 400 RWHP has already been done with the stock intake. MMFF had an article awhile back, his combo was ported heads, big comp cams, full exhaust, and stroked to 298 ci I believe. It makes sense to me that Heads, cams, intake, and all the extras with a not to crazy tune these cars can see 400 RWHP and get way better gas mileage than a blown car. With less parts to fail also. On my blown 93 when I roadraced it used a 1/2 tank of fuel in 20 minutes with only 5lb of boost. My 07 can make just as much power as the 93 did on just motor for less money. Thats why I like the motor route. Keep me updated.
