mine is that way too, but for awhile I had a bunch of condensation in one, it got really dirty and dim. I ended up taking them both off, and cleaning them out, but the one is still brighter-- too much crap on the lense, or reflective part i guess. so come springtime im just going to get a new lense. You could also make sure they are both the same part # :shrug:
 
Mine is the same way and I also think it's from the condensation inside of the driver's side. I tried to clean it out once before and it was pretty dirty inside, but I can't keep moisture out of it. I think I just need new housings.
 
Im 99% sure that you guys have 2 differnt bulbs.. Factory bulbs are kinda dim brownish looking.. Unless you get FORD bulbs they're not going to be the same.. But here you go..

IE: Drivers side is bright.. Passenger side is dim

Start with testing the bulbs.. Do this at night or in your garage with the lights off.. Turn on your fogs and look at them for a sec notice the different colors..

(1) Pull the both bulbs.. dont mix them up! remember which ones which.. Now compare the two. If the dimmer bulb has white or greenish blue crap on it the bulb is corroded. Just replace the bulb.. OR Clean/scrape the corrosion off and test. didnt help get a new bulb.. Coca-Cola works well on corrosion.. :p also if the bulb is corroded read (4)
If there different bulbs ie.. the plastic part of the bulbs is a different color or has different part #.. If so you know thats the problem more than likely..

(2) If they look like the same bulbs.. Then start with the brighter bulb and plug in the passenger side look at it.. then plug it back in the drivers side.. Now take the dim bulb and do the same again..
If both bulbs are the same color/brightness on both sides.. (Dim one dim on both sides, Bright one bright on both sides) you prolly have two different bulbs.. or that dim bulb is bad..

(3) Now if both bulbs change colors/brightness ie: When put the drivers side bulb (brighter one) in the passenger side it goes dim and When you put the Pass side bulb (dim one) goes bright in the drivers side.. you have a electrical problem on the passenger side.. or the other way around..

(4) If its a electrical problem.. God help you.. :D
you prolly want to do this in the daylight.. or alot of light
If the bulb was corroded and a NEW bulb didnt fix the wiring is prolly corroded too.. First check the connector and clean if need be.. Test with a good bulb! If that didnt do it.. About 2" from the connector take a knife and cut some of the insulator off so you can look at the wire.. look for white or greenish blue powder like crap inside the wire.. If there is youll have to replace the wire.. Which is not fun cause those wires go up into a bundle of wires, Or if there is no corrostion.... have fun at ford.. BUT What i would do is splice into the other foglight and be done with it..

AutoZone's fog light bulb part # 899BP there about $10 apiece..
