4.10s, chip (gotta do this on an auto, it's not just a speedo thing!), and catback would likely put you just over a grand, depending on labor. Get welded in mufflers if you must stay at a grand or less...
 
Since you have an automatic, you need to get a transmission cooler first and foremost if you dont already have one. Heat is the number 1 killer of the automatic transmission. A shift kit and gears would also be a good idea. I'de do a torque converter as well but they're sort of expensive.

Here is what the automatic needs:

Transmission cooler
Jerry mod shift kit or performance valve body
Torque converter -no less than 2800rpm stall
Gears - if n/a no less than 4.10's.
Sport chip - you will need one of these to correct your shift points and speedometer with a gear change.
 
Im not going to say much about the 0-60mph, I dont think to much in those kind of terms lol. If I had to make a guess Id go with .2-.3 tops off your 0-60.
In terms of quarter a pretty much stock 99+GT can do it in what 13.8-14.0s with a good driver. Take the same driver and conditions and you could probably shave .3 to possibly .4 off once you learn to drive really well with them.
 
I used the G-Tech performance meter. Several reviews described this device as extremely accurate. It not only lists 0-60 mph time, but 60 ft, 1/8 mile, and 1/4 mile times.

there are calculators online that will calculate your 0-60 time from your 1/8 e.t. and mph from acceleration at the track...

so in reply to the 0-60 people, bring you car to the track and then put yer stuff in the calcs and you will figure out the differences there.
