With the fan that far back from the radiator and in addition not having a shroud, it is not very effective.

From the picture, it looks like your engine is in a stock position. However, if it is set back, it could be the reason why you are have pitman interference problems with the Tri-Y headers.
 
Hi guys, I'm a newbi here but I do have some experience to bring to the table.

The farther away the fan from the radiator, the better. That holds true provided you have a shroud. A shroud makes all the difference in cooling. As a rule of thumb, the fan should sit about half in half out of the shroud. You can go up to 66% (2/3) in and not negativley impact the cooling performance. Of course you can get too close to the block and inhibit airflow on the backside of the fan, but the spacing of the water pump off the block will usually limit you from ever getting this close.

You also don't want too many spacers as that (coupled with a heavy fan) will impact the bending moment at the fan hub. This could lead to premature bearing failure.
