Tires, but pulleys arent a waste of money. They are a very cheap dyno proven mod.

like try2catchmy99 said, you can have all the power in the world but it does no good without traction, buy yourself some dr's and then focus on more power. sucks to go to the track and spin your tires all the way down it.
