There's three wires going to the TPS. One is the ground wire, one is a 5v reference, and the other is the signal wire. (Use a straight pin to backprobe the wires at the connector. Take readings off the pin). The signal wire is the one used for adjustment; it'll have less than one volt at idle with the key on.
A good TPS will have a smooth transition from (about) 1v-4v, on the signal wire, when the throttle is advanced. If voltage is erratic or spikes, then the TPS is bad.
