Personal auto insurance policies generally vary by state, and to a very slight degree, by insurance company within a state. Uninsured motorist property damage coverage (the hit and run) is not available in every state. 2003gt would have to defer to VA law. If umpd is not available, he would have to use his collision insurance. the insurer will determine whether the event is 'chargeable' - meaning whether there is sufficient evidence of a culpable third party - that's why it's important to try and id the other vehicle, and report to police. Otherwise, it would be very easy for anyone who wrecked their car in a single vehicle accident to claim 'hit and run' and evade a surcharge. I would also check for possible security cameras that might have been in operation in the parking lot - might be of some help.
