This is an infamous problem with all cars that are getting older. My 99 has it going on pretty bad. I'm also looking to replace them shortly here.

Check the search area in the shine area. Someone had a question on this a few months ago and someone gave a link where you can restore it yourself. There's also a post from last week with some asking the same thing...
Restore your stock headlights...
When I purchased my 2000 a few months back... the headlights almost match the car's silver paint... VERY badly faded and weathered... Notorious on most fords.... BUT, there was an easy way to fix them...
ITEMS NEEDED:
Rubbing Compound
Alcohol
1200 wet/dry sandpaper
2X - Maguire's Clear Plastic Cleaner and Polish -(ONLY $.99 @autozone)
Any HIGH quality paste car wax...
INSTRUCTIONS:
Removing the headlights is much easier, although not required for this task...
Clean headlights thoroughly with alcohol to remove any access waxes, polishes... etc...
Before sanding... as some headlights may not require it...
Use liberal amounts of the rubbing compound on the headlights with a round waxing mit or soft terry cloth towel... Be sure to remove excess compound before it dries, as it leaves a red haze that is hard to remove otherwise...
After using the rubbing compound, decide as to whether or not you would like to wetsand... If so, use the 1200 grit sandpaper in small portions... 3" X 3" or so... as larger pieces are more difficult to use... be sure to keep the paper very wet and sand from left to right... right to left... NOT up and down, as the very light haze/scratches left by the sand paper show up more... Repeat this process as much as you feel is necessary.
Clean the headlights once more with the alcohol to remove any access dust and rubbing compound... NOW... break out the Meguire's plastic cleaner/polish and use a soft terry cloth towel to rub it in... HARD...
Polish and buff the headlights with your towel and polish until you feel as though your arm shall fall off...
Car wax should be your second to last step... followed by a heavy polish with a very slick/soft cloth... and WaLA! clear and clean headlights...

Problem with that is, the fading is usually on the inside, cause by moisture leaking into the lights and coating the inner plastic in a film of minerals...
inexpensive fix
get very fine sand paper like 2000 grit and
go to auto zone and get kit scratch off
use the sand paper first then use a towel and rub the scratch off on like wax
cost maybe 10 dollars at the most new parts are way more it migt
take a few times to get all discoloration but this method is great
my dad figured it out and sells kits for it on ebay if your interested i have done this on several cars with faded parts you might have to do it once a year if you
live somewhere like texas like i do in the heat hope that helps you all

not always true, mine are fading on the outside and i can tell because when i wash the car the headlights become clear again until they dry. i usually put a few coats of wax on them and it clears them up pretty well for a little while. i would say if u wash the headlights and they stay yellow then the film is probably on the inside but if they clear up until they dry then the above suggestions may help solve the problem
