I dont know of a real spec since you are cinching a durometrically-sandwiched fastener. I have the suspension loaded (flat on the ground) and go to snug and then just a little more.

haha, i do it the same way hissin does it. kind of difficult to do when the car is sitting on the ground....but it can be done

That sounds right to me. By the time anyone applied much torque to the fasteners, the elastomers would be flat. not good.
