That's what my high school chemistry teacher taught us.

So to answer your other question - not much difference. I think that means, go with 255's if you are buying tires (they will fit essentially the same as 245's - remember, half of that extra width falls on each side of the wheel). If you have 245's and are wondering whether you should replace them, then the answer is -no-. Wait till they are worn out.

Anyways, I had 255/45/17's on my tribars before I got my 03 cobras. I would definatly recomend them over the 245's. They don't bulge like 275's on an 8 inch rim, don't rub, look a tad more meaty than the 245's, cost virtually the same, and they give you less of a chance you will scrape you wheel on a curb (depending on brand).
 
I would caution that more than the absolute measurement delta, the manufacturers can be off. One can sell a 245/45/17 (exempli gratia) that is dimensionally different than another manufacturer's 245/45/17.
