Tire Sizes and rear suspension

Alright guys, i'm needing new tires desperately. I currently have 195/45/15's I believe..... they measure 26" tall and 12" wide (sidewall to sidewall). They are mounted on 15x10 rims.
My question is what is my smallest possible tire that I can fit on those rims? I'm ideally wanting something about 25" tall and about 10" wide or so.

Also, i'm wanting to lower the rear about 2 inches, but i'm wanting a stiff suspension setup so when I lanch the car it will not sqaut and rub the tires like it does now. It squats so much now that it eats chunks of my tire (one reason for new tires and new suspension). I'm kind of on a budget so if I could get a used setup that would be great, but i'm mainly wanting to know what the best bang for your buck rear suspension setup is. Like I said, i'm looking for about 1.5" or so lower and a lot stiffer that of course will not wheel hop without the stock quads.

you have a 195 tire on a 10" wheel? im guessing you mean 295? although ive never heard of that width. they might be 305's or something...anyways...i'd put atleast like a 265/55/15 on a 10" rim, maybe a 255. as far as suspension, you should go with H&R or eibach springs with some 50/50 and 90/10 shocks and struts, some good tubular control arms and maybe a torque arm, depending on the numbers you're putting down. that should do the trick and if you shop around, you should be able to get it all for about 700-800$ (all new parts), cheaper if you get used. hope that helps
