Question about intake runner length/volume

how come with carb intakes a dual plane, short runner style builds power at low RPM's.

but with an EFI intake a short runner box style builds better power at high RPM's?

if you were to build an intake for an EFI N/A engine what is more important, runner length, or runner volume? and what purpose does the uper plenum that feeds the runners serve, how does the volume of that upper space effect the engines performance?

im not building an intake but it seems like im missing somthing here, so its just for the sake of argument really.
