According to the website, it can be considered historic if it's 20 years old or older if:
*only 1000 units or less were produced that year, or
*that model is no longer being produced
otherwise it can be considered historic if it's 25 years old or older.
I don't think it needs to be inspected, but it can only be used for special events like parades, car shows etc. You can be fined if you're caught using it for daily transpportation.
 
so would an 87 mustang lx fit that description? how many were made then, technically that model isnt made anymore

Mustangs are still built so your LX doesn't qualify. LX is just the trim package. If you've ever had dealings with the MVA you'd know that what they say and what they mean are 2 different things. It wouldn't surprise me if they actually mean Ford and not Mustang. Now if you had a Yugo you could get historic tags. Those are no longer available here.
