did some datalogging, help with results

Before I put on a 20amp BAP, my svt focus pump was hitting 100% duty cycle at 5400 rpms with 11.5 v at the pump...

now, I put on the BAP, and hit only 87% duty cycle at 6000 rpms, but, my I only read 9.6 volts at the pump...

Shouldn't my volts at the pump be higher because doesn't a BAP increase volts? I expected anywhere from 13-17 volts.

Is this okay?

I already have this site and read it a few times. Doesn't help me though because I want to know why my volts are now lower at the pumps.
