The restrictor plate has been used at three tracks on race day. Daytona and Talladega every year since '88 and both the May Busch race and the July Cup race at New Hampshire in '00 after Kenny Irwin, Jr and Adam Petty both were killed there.
There are several non plate tracks where the top speed exceeds 200 MPH early on in the run with fresh tires. All of the 1.5 mile + tracks (Atlanta, Lowes, Texas, Michigan, Pocono, Indy, California, Chicagoland, Las Vegas) they consistently hit 20? MPH going into Turn 1. Granted, none of them have an avg lap speed over 200 as they have to lift going into the turns.
It is my boy, Mark Martin (who just so happens to be in a Chevy and now even worse...driving for Hendrick), who still to this day is credited with the fastest ever NASCAR race avg lap speed

The fastest NASCAR race was the Winston Select 500, now known as the Aaron's 499, held on May 10, 1997 at Talladega Superspeedway in Alabama.
The 500 mile race had no caution flags and as a result Mark Martin took the checkered flag with the fastest average speed of any NASCAR race.
Average speed: 188.354 mph
Record for fastest Daytona 500 at 177.602 mph (285.823 km/h) set by Buddy Baker in 1980.
