First of all, go for romeo heads. Your block is a romeo and you would need to buy extra parts to put windsor heads on. For instance, your stock valve covers won't fit windsor heads. You can use heads from any car that has a 4.6 2v, just make sure it has PI parts. Lincolns, f-series trucks with a 4.6, other mustangs...etc. It won't be hard to find at all. How much money are you looking to spend?
 
dont know how much to spend, i have to take a buddy of mine to the salvage yard and i thought that would be a great time to look for some, and bye the way how will i know if they are pi heads or not, do you know the years of the other cars that have pi heads and are romeos, thanks again
 
If you're looking at the motor on PI intake manifold, first runner goes to driver's side.

Also look at build sticker on valve cover on driver's side, It will have build date.

These aren't 100% methods as intake manifolds are easy to change and the build sticker might not still be on the driver's side valve cover, but they are down and dirty quick ways to check.

A PI intake should be used with a PI head/cam swap. The plastic OE PI intake manifold from Ford flows just fine and will hold up just fine for N/A motors or motors with all the usual bolt-ons. Summit has OE PI intake manifolds for around $150 new, but they can be purchased cheaply online as take off parts, or from a reputable salvage yard.

I would however recommend upgrading to one of the aluminum 2V intake manifolds if you should decide to boost the car or put it on the bottle, as the plastic intake manifolds tend to expire under such duress.

PI intake swap kits, that include the majority of what you would need to get the swap done correctly, can be found online for $1100-1400.

One could also buy a complete PI motor and have one motor swapped for another. There are plenty of PI motors out there for sale rather cheap.

In all honesty, if I could do it again, that's what I would do. Reason being that doing a PI swap on a Non-PI engine bumps your compression up so that you have to run premium and you can't really supercharge it safely without forging the motor. You should seriously consider going that route.
