Here is a list of my mods for reference:

Smog Delete
Ac Delete
PS Delete with FlammingRiver Manual Rack and Pinion
Spare, stereo, rear seat, jack gone

Running only Alt, water pump, and crank pullies u/d Pullies
MSD coil, Summit Billet Dizzy w/ MSD cap and rotor, FRPP wires. MSD Blaster Coil

All I swapped was my heads and cam, since the swap my RPM's take forever to come down after a rev. So I started to do the usual things ie: tps voltage, and iac restrictor plate. I set the tps voltage to .99v in several spots and made the restrictor plate and with one of the holes just big enough hfor the car not to die, I rev it and still has the slow rpm return. Before the heads and cam swap the car was very reponsive and rpms came down quick. How can I check to see if my IAC is bad? and anymore sugestions on how you might have fixed yours would help... I am kinda at a stand still on fixing this.
