I seem to remember, and I thought it was either Dazecars or Opentracker, someone describing modifying the spring covers to shorten them up in order to move the bumpstops up on cars with the shelby/arning drop or negative wedge, but I can't find reference to it anywhere now. Does this ring a bell to anyone?

Actually, I think the mod was to increase the height of the shock tower mount to help keep the shocks from bottoming out. The Shelby drop shortens the distance the shock is extended and under full compression it has the potential to bottom out, possibly damaging the shock. The idea is to raise the mounting point of the shock to restore it's travel distance. You could also do this with a stack of washers. You would add some washers under the two shock mount bolts to increase their travel. You should be able to add around 1/2" and not interfer with your hood clearance.

help me out cause I'm having trouble figuring this out...

If you perform the Shelby drop, it lowers your control arm thus further extending the shock.

Why would you want to pull it even closer to full extension?

It compresses your shock more, so moving the upper mount up a tad gives you back full shock travel. It may seem hard to grasp, but dropping the UCA 1" drops the car 3/4" and you lose about 1/2" in shock travel. Having said that, I'd like to say that this is all THEORY. In reality, my car is very, very low and I do not run into problems with either the shock or the snubber, so I doubt any street-driven car would encounter any problems at all.

It was me. The reason for the mod is to make room for wheels with more backspacing and a lot of camber. The bottom photo shows how my tire was hitting the shock tower cover till I made them smaller. I welded a plate over the cut out part to make it strong again. The bump stop didn't get moved, I just made it shorter.

I also made a taller shock tower cap for the Koni's.

At least I'm not crazy, I thought it was something like that. I'm not going to run any crazy cambers, so I probably don't need that much clearance, but I've got a healthy size rust hole just above the bump stop, and I thought this might be a good mod to do. Taking out what you did would definitely tak care of my rust spot.
