P0430?

I checked my car for stored codes this morning and there was a P0430, "Catalyst System Efficiency Below Threshold (Bank 2)"

Car has off road X-pipe and welded in flowmaster. I guess the next step will be getting under it to see if it has MIL eliminators on the rear o2s. Also the check engine light doesn't come on when the key is in the "run" position like the rest of the lights on the cluster do. Is this something tha'ts only turned off with a tuner or can the bulb be removed? I'd like it to be functional. What would cause the car to show that code? Thanks

Likely not. If it is a rear o2 that is throwing the code those sensors are only for checking to see if the cats are functioning. The front o2 are what the computer uses to adjust fuel trims.
 
More then likely ur bulb is burned out from being on for long periods of time. But to get the a more clear answer, does it come on before you start the car. Say when you turn the key on without cranking it is it on? If not then your bulb is burnt. If it does then goes off after you crank your car then it may be a stored code from long ago that never got cleared, as far as MIL elims one could of went bad or you could have a bad o2 sensor all together. Usually if you don't have MIL elims it'll come bank 1 and bank 2.
