Confirm fuse F2.28 in the CJB.
Since both the Illumination and the TCS are affected, I would focus on connector C301.
Disconnect C301 and read the resistance towards the TCS switch of the WH/LG and TN/WH wires. Should be open. Depress the switch should close the circuit. If not, the switch is bad.
Also try injecting +12 volts to the TN/WH wire with the motor running. This will simulate pressing the button. This should activate the dash light. If not, there are bigger issues.
Measure the key off resistance to a known good ground of the body side Black wire. Should be low.
Confirm if +12 volts at the LB/RD wire with the parking lights on. If no power, there is a fault in the Illumination circuit.
If power, likely the bulb is bad.
OBTW, the light is part of the Illumination circuit. It should come on when the head lights/parking lights are on (not when TCS is disabled).
