Stock Power steering problems

Hey guys,
got a problem with a friends car. he has a 66 coupe with a 289 2V and stock power steering. It sat up for a while but when it was parked the power steering worked perfectly, took one finger to turn it no hesitation or anything... Except a small leak from the valve area around the gasket. He isnt very mechanical and i am so we took it off and i rebuilt the valve for good measure and replaced the gasket hooked everything up and tried it out. leak was fixed but the steering didnt act like it had, it surged while turning and the valve and pump got really hot while running... thinking i had messed something up i removed it and double checked my work and everything was right but the problem still persists... my only guess is that the adjuster nut on the "return" spring isnt right but i tightened it to snug and backed off a quarter turn like the manual said... what am i missing guys! he is missing just a few small things to having this car back running and driving to shows and we are at wits end to figure it out! thanks for any help you can give!
