Issues random high idles

Hey guys. I know there are threads about doing the Idle Surge deal, and I am going to be doing this tomorrow. I cleaned, and greased up the Salt & Pepper connecters already, and this issue is still happening.

Here is whats going on:
At first this was once a month, and now its gone to a daily thing, multiple times sometimes. Cold start up, the car is fine, idles about 700 RPM. When I leave my place, and get down the street, it seems like the throttle doesn't close all the way. It will stay at about 1K-1200 RPMs. There have been occasions where I will let off my throttle while driving and it stays at 2K. This is not safe nor good. I will be digging in and doing all I can tomorrow and maybe wanted to see if you guys would recommend looking at other things as well. I also might want to mention, that when this idle thing happens, I will shut down the car (sometimes rolling with no traffic) press the gas a few times, and restart the car and it goes away. Also, after initial cold start, I will run to the gas station, and when I get back in and start it up, the idle jumps up and down, when I tap the gas, it feels like it hesitates and bogs down, after letting it sit, RPM's will stay at normal position.

Please let me know if I need to look into other things as well. I have tried to listen to vacuum leaks, and can't hear anything.

Try cleaning the IAC. If its full of carbon it will make it do exatly what your explaining. My car was doing the same thing and I ended up pulling off the IAC and it was pretty nasty looking. I just filled it up with electrical contact cleaner and used a Q-tip to clean it up and it went away.
