87gt Aod Will Not Downshift When Floored

Hello, i just purchased 87 gt from my neighbor, he had it sitting for 5-6 years and i just got it running yesterday. its completely stock. He said he has had the trans rebuilt, ok now i just took it for my first ride to see how everything was and when i floor the car, it does not downshift at all! Also i took off with the throttle floored and it was shifting at about 2-3k rpms, like i was just cruising. i know absolutely nothing about Transmissions. If anyone has any ideas to help me out i would be really appreciative! thanks in advance!!

It's not a kickdown cable. It's a throttle pressure cable. Not to be a stickler about it, but just want ya to get it right :)
Anyways, if you leave it disconnected or broken for too long of a time, it'll burn up the transmission. This just happened to a buddy of mine a few weeks ago so I had to pull the trans again and my dad had to rebuild it again (he's thankful for the warranty). But something that operates solely as a kick down cable will not burn up a trans and won't cause it to shift up at only 3k RPM. But, improper setting or being broken/disconnected can cause your issue of not down shifting. Just letting ya know for future reference.
