94 rack problems

I just replaced the rack and the steering wheel is 180deg off. From what I can see it looks like the steering shaft only slides on the rack one way. is it possible the manufacturer installed the shaft in the rack 180 off or am I overlooking something?

I looked it over again this morning. The shaft coming out of the rack has a groove cut in it for the bolt so it will only go on one way. The rack is centered 1 1/4 turn from center to lock both left and right. I really don't see how the rack manufaturer could put the shaft in 180deg off since it's a worm gear but I guess it could have been cut wrong. This has me stumped. Now my question is can I pull the steering shaft apart where it slides and flip it 180? I'm not sure about the splines for the steering wheel but is pulling it and centering it an option?
 
I did the same swap about a month ago and found it was quite a bit off center.

I am not sure what you swapped it with, but it's possible that it's just plain way off in terms of adjustment on inner and outer tie rods.
