Seat Belt Stuck

The passenger (right) side seat belt (1973 Convert) is stuck in the holder and won't pull out.

Unfort, one of the screws to remove the cover is on the bottom and just about impossible to get to to remove.

Is there any trick to getting the seat belt unstuck and be able to be pulled out?
(This is not stuck in the buckle, but on the lower right side where you pull it out to attach to the buckle).

it must be stuck in the inertia reel . does the holder rotate? try standing it straight up and push the belt buckle into the retractor ,then pull up on the buckle. if that doesnt work remove the belt and try to wind it a little tighter at the reel its self ,that may allow the reel to release.
