Is This Car Stolen???

So there is this fox body Mustang parked on my block for 2 weeks and has not moved. What seems strange to me is that it seems to have alot of work/money into it to be parked on the street. So if by chance this is stolen I would hate to see the person lose the car. Share if you would in case it is stolen. It is a 88 to 93 body, lowered, has a sump on the fuel tank so might be carbureted. 17 or 18 saleen looking rims painted black, has gauges in it, aftermarket headlight assemblies that look tinted. Also has NY plate on it. Windows are not tinted. Also noticed has aluminum front brake calipers

Call the cops and report a suspected stolen car due to not moving, and not being a car familiar to the neighborgood

last time I had noticed a Mark VIII that looked like it may be stolen and I reported to cops the car was there for months until finally local thieves caught on and stripped it, that was in the Bronx but I figured I would try the Mustangs boards first since not good luck with PD last time.
