Smog Diverter Needed?

The 1992 Mustang I purchased was from a county that didn't require smog testing, and was missing many smog parts. I am replacing the smog pump, adding cats to the h-pipe and am hoping someone can help with the diverter valve. My heads aren't ported for the smog pipe. Can I just run the bypass valve straight to the check valve for the converter pipe and eliminate the diverter valve? EPA here just wants to see a smog pump and converters and a passing emissions level. Any help greatly appreciated.

I am not looking to buy parts here, I am looking for information about the diverter valve on a 1992 Mustang Gt. If I bypass the diverter valve because my heads don't have the smog provision can I run directly from the bypass valve to the converter tube or will that not allow my converters not to reach proper temperature?
 
Thanks for the help. I am gathering the parts slowly. I have a dyno shop who is going to give me a good tune, then directly to the e-check station. I will keep you posted.
 
Basically the diverter only dumps air into the cylinder heads to feed the precats during warmpup. After the engine is warmed up, the directer changes to the main cats.

By just having the line run directly, you lose the warm-up air to the heads to feed the precats, but who cares as long as you go get the car inspected when it's hot as it would be using the main cats anyway
