Clutch Disc "dragging/sticking" During Break-in, Normal?

I'm 70 miles into the break-in of new Ram HDX clutch in my 87 5.0. The clutch is real smooth for general driving, car drives great. If I need to creep along in traffic in 1st gear then push the clutch in all the sudden, I can feel/hear the disc still sticking to either the flywheel or pressure plate, I have to pull the transmission into neutral to stop the noise/vibration, then the car acts normal again (can put it back into 1st, and take off). I'm guessing the clutch disc is just sticking to one of the two surfaces, then breaks free during normal driving. Will this stop once I get more miles on the break-in?

I've tried adjusting the clutch cable to grab closer and father away from the floor, doesn't seem to matter how I set it. (through the firewall adjuster)

Its a stock replacement cable, from the parts store. (non-adjustable) adjustments made with firewall adjuster.

I would put the car up on jackstands and get under it and watch the fork movement while someone else operates the clutch pedal.

Do you have a quadrant with 2 or more hooks on it? The extra hook is needed to provide sufficient adjustment when a firewall adjuster is used.

I have the UPR 3 hook quadrant. Normally I use the middle hook. I can get it on the 3rd hook, but the i have almost no adjust-ability. I've heard the 3rd hook can cause the cable to fray over time.

I bought a cheap replacement cable as a test, I notice the new cable has a steel sleeve where it mounts into the bellhousing, the one I am replacing was plastic and it pulls away from the black cable sheath. I'll update as soon as I get it on and tested.
