Gas Nozzle Shut Off

So I bought the car used. Worked fine. A couple months later the gas nozzle shuts off constantly when filling it up. Have to find a sweet spot so it doesn't shut off. Even then its hit or miss. Pretty frustrating. Ive read this is common.

I found this fix and it seemed easy...

Until I tried removing the two bolts towards the front. These ones...

They wont come off! The bolt and nut are spinning together on both sides! I tried every trick in the book to get them off beside cutting the bolt. There isn't enough room to get under the nut. Am I missing something? Mine are rusty. Im stumped. Thanks for any help

If the nut plate holding that stud in place is broken then you're probably going to have to cut that off (angle grinder, dremel, whatever you got).

I got the right nut off by stopping the plate from spinning. The left nut wasn't so easy. Stopping the plate did nothing. I had to cut off with a dremel. Thanks for the help.
 
When I blew through the hoses & filter I didn't find any obstructions. When i went to put gas in it, the first 2 dollars went in fine and then click, click, click. Not sure what the problem is. I guess im going to try flipping the nozzle upside down. I have noticed a strong gas smell inside the car only after I put gas in it. It goes away after a couple minutes. I wonder if these problems are related.
