Modular Fox Swap. Turns Over But No Fuel Pump.

I am at the point in my swap where im trying to test run the motor. as the thread title says, It will turn over but im not getting any fuel pump sound or pressure. The entire harness and computer and fuel tank/pump came over with the 2002 4.6. I dont have the cluster plugged in, I dont think that is necessary, but if it is required for the fuel pump then I will plug it in realy quick. The fuel pump cutoff button was all the way out, I reset it back to the "in" position. as far as I can tell, all the grounds are in and tight. What is the minimum required to activate the fuel pump. I shouldnt have a PATS issue, because nothing changed electrically. What are the symptoms of PATS activating? will it turn over if it is having a PATS issue. how about Airbag module? Any other things to check.

I havent checked for voltage at the fuel pump yet.

Doing some reading, looks like if you swap the cluster, PATS gets pissed and will crank but not start. Will try the cluster and report back

^^^ This is NOT correct. The cluster and the PCM exchange information. So no cluster means PATS will fail.

To test PATS, turn the key on but do NOT crank. The theft light should come on for 3 seconds and then go out. If the Theft light goes out after the 3 second "prove out", then PATS is working and will allow the car to start.

NOTE, PATS does NOT disable the fuel pump. The fuel pump must prime at initial key on. If not, STOP and find out why. If the fuel pump does not run at initial key on, this is not a PATS problem.
