Can The 02 Be The Cause?

Ok so the car is a 2000 gt 5spd. The problem is that it won't rev past 3k, when I ran the scanner the only thing I found was one of the upstream 02 wasn't reading. Could that cause the engine to be limited at 3k or should I look at the cat and fuel pump/filter. Car has 120k

Always post the full DTC code. There are 1000's and each has a story to tell.

But....... The short answer to your question is yes. Depending upon the the DTC code the PCM could drop into failure effects management mode. Some of the FEM modes will limit timing advance in order to protect the motor.

A malfunction related DTC will cause the PCM to engage the most restrictive actions possible.

The usual cause of a heater failure/circuit failure for a single O2 sensor is either a bad O2 sensor, water in the connector, or wiring harness damage.

Just wondering why you would spend $$ for the rear O2 sensors if planning to delete the cats. Seems to me that you should be buying (2) O2 sensors for the front and (2) MIL eliminators for the rear.
