I have 1.7 RR's with Thumper heads and a stock cam. Idles the same just gives you more breathing up top! I wouldnt do it on stock heads though.
Definitely upgrade the fuel pump, and injectors along with an 80mm maf and power pipe. Even with bad traction you should be in the 13's with...
