Try a 180* thermostat. If the guage is in the normal range, it may not be hot enough to open the 195* one. Also, correct rotation pump?
Altitude? Air temp? What RPM are you shifting at? If it has a stock converter, you're not going to get the launch RPM much higher.

Might look into a tall boss 429 scoop. The distributor will be a problem because it's where a cowl hood slopes down.
What intake? Have you tried a drop base setup? Might ask over at 460ford.com , there are a few people running similar setups.

But you're willing to chop it up? :shrug:
Sell it and buy an aero.
Jetting is backwards for one, larger jets are usually on the secondaries. Again, what fuel pump? Carb doesnt know what engine is underneath it....
