That's a splitter. Adds front down force. Air going over builds up at the air dam causing higher pressure which pushes the front down.

Not sure anything but a timing chain could cause that. Cam or sprocket issue on that side.
Not wild about the amber on my car either. Mostly cause it doesn't go very good with Redfire metallic. At least I don't think so.
