    Hey, do I still need to display front licence plates in Saskatchewan?

    04 Rev limiter @ 4000 rpms?

    When parked my 04 v6 wont go over 4000 rpms. When I am driving it goes over. By parked I mean in neutral with no brakes. I have never noticed this before and I thought it might be something to do with me fiddling with the air filter/air intake. ANyone heard of this?
