why not go with both, get the HID's for the headlights and the HID's for the foglights as well, just an idea, i know cost can play a big roll in what to get, but would work out for the lighting that you want to have.

i would try replaceing the O2 sencores in at first, had this happen to a different car that i owned, or clean them if you know how, if that's not it i don't know. while under the car anyway check out the cats and make sure they are ok, if you still run them
