Hi, I have a 73. Mustang and when I shut off the ignition and remove the key, the car continues to run. Any ideas of what might be causing this problem?

I have a 73 mustang. The car stays running even if I shut off and remove ignition key. This only happens in extreme cold weather and the key is hard to turn. Any ideas or comments would be appreciated.
