I believe it did surge when the IAC was disconnected, including the spout. It's funny because there are times it will have a smooth idle, and other times it will surge up and down til the engine wants to stall.

No, the engine will hold it's low idle with both IAC and spout disconnected. It did stall with the old IAC, but I installed a new IAC yesterday.
