I've isolated the problem, it's the fusible link. I found the CB, and it is fine. I tested it, noticed that it's plugs didn't have 12V, so I jumped it straight to the battery (with a fuse) and the top works. I even jumped both relays straight to the battery for good measure, tops works. Now...

Sounds like it's just a dead fuel pump. Check for voltage at the pump.
