    yes it is a visual as well as functional test on the emissions in pa. they have been cracking down on the lick it and stick it guys over the past year or so. I had to put my cat back on my honda due to the state paying close attention to emissions stations.

    You can modify a 5.0 cai they modify real easy they bolt up to the fender and all you need is a adapter to downsize the pipe to the throttle body.
