I figured it out. There are two plastic plugs, one on each side of the steering wheel. Pry these out with a screwdriver, comes out easy. There is a 8mm bolt in each one, take these out. The airbag/horn section pulls right out, unplug the airbag connectors from the back of the airbag there...
