1990 5.0 Ho Fuel Regulator Vacuum

My engine has a really bad idle and takes 10 tried to start in morning and even longer to stay running. I have replaced every sensor I can and even the 02s. I checked timing. Something strange is it idles so much better when I unplug the fuel regulator hose. Runs super rich too. Any ideas. I am looking online and some people are saying the vacuum connecting on the intake is for egr only? The hose from regulator was connected to the small drivers side plug on intake. I'll go take some pictures now and post. thanks guys
